Hi, It's not intuitive but Lower Hirafu would be just as good. Only a few minutes walk to Upper Hirafu and there is a free shuttle bus from Lower Hirafu. Same applies to anyone with kids looking at short term accommodation for skiing. No free shuttle service in Upper Hirafu, and walking to the ski lifts with kids is a nightmare.
